The St. Johns County Board of County Commissioners will meet Tuesday, June 16, at 9 a.m. at the County Auditorium, 500 San Sebastian View in St. Augustine. This week’s agenda includes several land-use hearings, budget presentations, infrastructure items, flood mitigation funding, and continued movement on public facilities and historic preservation projects.
A closed legal session is scheduled for 10 a.m.
Commissioners are scheduled to hold a private attorney-client session at 10 a.m. related to settlement discussions in Scott Bullard v. St. Johns County, Case No. CA23-1937. Attorney-client sessions are allowed under Florida law for certain litigation matters, but the item signals that the county may be discussing possible resolution of an active lawsuit.
Constitutional officers will present early budget requests
The Clerk of the Circuit Court & Comptroller and the Supervisor of Elections are both scheduled to present their tentative Fiscal Year 2027 budgets. These presentations are part of the county’s annual budget process and offer an early look at funding requests from key constitutional offices.
Several development and rezoning requests are up for public hearing
A number of land-use items are on the regular agenda, including requests affecting Old Moultrie Road, Shearwater/CR 210, International Golf Parkway, Surfside Avenue, and SR 16.
One of the most closely watched items may be Golfway Centre PUD, a major modification request that was previously denied by commissioners on May 5 in a 3-2 vote. The board later voted 3-2 to reconsider the application, bringing it back for another public hearing. The request includes changes to allowed commercial and office uses, adds churches and large places of assembly as allowable uses, revises the phasing schedule, and eliminates a requirement to preserve an isolated wetland onsite. Previous discussion included traffic impacts to International Golf Parkway and wetland concerns.
Another item to watch is the proposed SR 16 Commercial rezoning, which would rezone about eight acres at the southeast corner of State Road 16 and Green Acres Road from Open Rural to Commercial Intensive. The Planning and Zoning Agency recommended approval in a 5-1 vote, but discussion focused on traffic, proposed access points on Green Acres Road and Harvest Lane, and buffering for nearby homes.
The board will also consider a major modification to the Ashford Mills PUD near Shearwater Parkway and County Road 210 West. The PZA recommended approval, though discussion focused on traffic analysis, signage placement, and a request mentioned at a CDD meeting to limit development to single-story buildings.
Other hearings include a rezoning request for one acre at 3025 Old Moultrie Road from Open Rural to Residential Single-Family, and a request to rezone about three-quarters of an acre at 177 Surfside Avenue from Commercial Highway and Tourist to Residential Single-Family.
Flooding, drainage, and resiliency funding are on the consent agenda
Several consent items relate to drainage and storm resilience. Commissioners are being asked to approve a prioritized list of assets for the 2026 Resilient Florida Grant Program application cycle. Another item would authorize the county to seek funding through the Florida Division of Emergency Management’s Flood Mitigation Assistance Program for flood-prone residential structures.
The county also has a $400,000 federal EPA grant on the agenda for drainage improvements in the North Rodriquez subdivision. For residents concerned about flooding, these items are worth watching even though they are on the consent agenda and may be approved without detailed discussion.
Silverleaf Sportsplex infrastructure continues to move forward
Several consent agenda items involve utility and electrical easements for the Silverleaf Sportsplex on Timberwolf Trail. The agenda includes easements for JEA water, reuse water and sewer service, as well as Florida Power & Light electrical service. These are procedural steps, but they indicate continued infrastructure work tied to the public sports complex.
Transportation and utility projects are also in the mix
Commissioners are being asked to recognize and appropriate $228,000 from ACC Project Longleaf, LLC toward a traffic signal at Longleaf Pine Parkway and Knights Lane. Other infrastructure-related items include reclaimed water utility easements near Usina Road Extension, lift station improvements in Ponte Vedra Beach, county generator purchases, and engineering services for the county’s pavement management program.
Health, human services, and homelessness funding are included
The board will consider extending the county’s contract with The Devereux Foundation for the Family Builders Safety Services Program. Another item would approve a contract with Twin Oaks Juvenile Development, Inc., Harriet’s Haven for up to $24,095. The agenda also includes a $141,500 Unified Homeless Grant Contract amendment with Flagler Hospital, Inc., the Continuum of Care lead agency.
County may pursue grant funding to acquire historic property
One notable parks and preservation item would authorize the county to apply for a Florida Division of Historical Resources Special Category Grant for the acquisition of the Armstrong-Arnold House, also known as the Glidden Property. This could be of interest to residents who follow historic preservation, parks, and public land acquisition.
